The word Miao is not mean cat. It is totally mistaken; it either meant herb or weed that could not be erradicated by farmer. Historically, what ever the Chinese had tried to subdue but erradication never happened.

It is the other way round. Hmong is a subgroup of Miao. Miao was mistaken as 'cat' outside China and hence the prefer the name Hmong.
